Berkshire Community College (BCC) has the distinction of being the first community college established in the Commonwealth of Massachusetts. Nestled in the scenic Berkshire Hills, our nearly 2,000 students have access to a wide range of career and transfer programs on our newly renovated campus. The Opportunity

Berkshire Community College (BCC) invites applications for the position of Executive Director of Human Resources (EDHR). This is a leadership opportunity for a strategic and collaborative Human Resource (HR) professional passionate about fostering an inclusive, equitable, and engaging workplace culture. As a key member of the President’s Cabinet, the EDHR will serve as a strategic partner across the college community, guiding human resource strategy and operations aligned with BCC’s mission and strategic goals.

Position Summary

The Executive Director of Human Resources will oversee all aspects of human resources at BCC including policy development, recruitment, employee relations, benefits, compliance, labor relations, and professional development. The EDHR will ensure HR operations reflect best practices and promote diversity, equity, and inclusion across the college. Reporting directly to the President, the EDHR will work closely with academic and administrative leaders, HR staff, and external HR and legal partners within the Massachusetts community college system.

Key Responsibilities

  • Strategic Leadership: Lead the development and implementation of HR strategies and policies that support BCC’s strategic plan and foster an inclusive, equitable, and growth-oriented workplace culture.
  • Diversity, Equity & Inclusion: Ensure recruitment and employment practices are inclusive and equitable, with a focus on improving outcomes for historically underrepresented groups. Champion initiatives to advance workforce diversity to better reflect the demographics of our student population.
  • Culture, Learning, & Talent Development: Promote a workplace culture that values collaboration, continuous learning, and employee development. Implement strategies to retain talent and support employees’ professional growth in alignment with institutional goals.
  • Labor & Employee Relations: Foster strong labor relations through proactive engagement with union leadership. Serve as hearing officer for grievances and lead contract interpretation and compliance in collaboration with legal counsel.
  • HR Operations & Compliance: Oversee all core HR functions, including recruitment, onboarding, records management, performance management, training, benefits, and compensation. Lead and support a team of four professionals. Ensure compliance with federal and state laws and collective bargaining agreements.
  • Organizational Support: Advise leadership on workforce planning, job design, performance management, and restructuring. Provide coaching and HR guidance to managers and offer access to tools and resources that support employee success.
  • Data & Systems Management: Leverage HRIS and technology tools to improve HR processes, reporting, and decision-making. Partner with IT to promote efficiency and data-informed practices.
  • Investigations & Compliance: Lead internal investigations and collaborate with the Director of Compliance on matters related to Title IX, ADA, and Affirmative Action.

Qualifications

Requirements

  • Bachelor’s degree in human resources, business administration, public administration, or a related field.
  • Minimum of seven years of progressively responsible experience in human resources management, including experience supervising professional staff.
  • Experience in a unionized, public higher education or government environment.
  • Demonstrated expertise in advancing diversity, equity, and inclusion in the workplace.
  • Experience managing HR functions such as recruitment, performance management, compensation, and benefits.
  • Strong knowledge of employment law, labor relations, and collective bargaining processes.
  • Proven ability to lead organizational changes and promote employee engagement, learning, and retention.
  • Experience using HRIS and applying data to guide HR decision-making.
  • Exceptional interpersonal, communication, and problem-solving skills.

Preferred Qualifications

  • Master’s degree in human resources, organizational development, business, or a related field.
  • SHRM or HRCI certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR).
  • Demonstrated success fostering a workplace culture that reflects institutional values and supports employee development.
  • Familiarity with federal- and Massachusetts-specific employment laws, Title IX, ADA, and Affirmative Action requirements.
